You can list possible consequences, good and bad, all day long. But are they really relevant?

Don't we agree that the government should not discriminate between citizens on the basis of color or race? If we set aside any concerns about compensation, why should the government promote affirmative action programs based on race at all?

I can understand strong measures taken where compensation is required, but I don't see how utility can be a justification for a program based on race.
