I agree that lots of things can influence incomes and job qualifications. If someone doesn't go to college, they aren't going to have much of a chance at most well paying jobs.

But there's more to it than that. We know that there was once pervasive discrimination against blacks. We know that there is still some discrimination, but it's harder now to say just how much of it there is. We also agree that non-discrimination on the basis of race or color is the ideal. But there's a problem: How do we make sure that employers do not discriminate unless we use statistics to flag those who may be doing so?

Remember, the job applicant seldom has any way of knowing.
