Fred, you're talking as though the system of hiring people is basically color-blind, or that the existence of the Civil Rights Act has made it so. That's just not true. Things are much more complicated than that.

The world is not color-blind, and we have to take that fact as our starting point.

We can think of strong affirmative action as a way to compensate for color consciousness where it is unfair. This is a different kind of compensation --not for past injustice, but for a certain amount of ongoing discrimination that is unavoidable at this time in our history.
