I think we can look at the situation two ways: either look at the economy as a whole or by look at the individual employer.

Looking at the whole economy, we can divide it into three sectors. In sector one there are serious attempts to avoid discrimination and sometimes there are strong affirmative action programs. In sector two nobody thinks much about that sort of thing. In sector three we have employers who simply don't want black employees. Color blindness is a myth. And I suggest to you that AT BEST the strong affirmative action in the first sector more or less balances out the discrimination in the third.
