Here's one principle: It may not be perfect, but at least it's something to start with: People who have been treated unjustly should be compensated in such a way as to put them in the condition they would be in if they had been treated fairly.

If we apply that to blacks it means roughly this: Blacks harmed by injustice based on race (for example, by slavery, segregation, or discrimination) should be put in the condition they would be in today if fair play had been the rule all along.

But if we get right down to the operational level, what does this imply? That's when the controversy begins.
