I think that we can argue that our government is obligated to attack racism and other forms of stigma throughout our society.

We all agree that the government is obligated to treat all citizens with equal concern and respect, to enforce our rights equally, and so on. But it cannot do that if racism pervades our culture. If the government is to fulfill its obligations, it must attempt to reduce racism in the broader culture. If it should do the former, we must accept that it should also the latter.
