• Just because the government has an obligation it doesn't follow that it is justified in doing anything, no matter what, that will achieve it. People still have rights to privacy, association, and so forth. The government is limited in how it pursues its goals. For example, one goal of the government is to reduce crime and capture criminals. It doesn't follow that it can do anything it wants as long as it reduces crime and captures criminals. It can't make all adults stay in at night or break into our homes or tap our phones, and so forth. Ending racism is a worthy goal, but it doesn't follow that any and all means are justified.
  

• It isn't obvious that the government needs to transform society (including our values and attitudes on the subject of race) in order to treat people impartially. If government functionaries are unfair to African Americans they can be monitored, trained, and perhaps even dismissed. The point is that there are other ways to deal with this sort of problem besides wholesale cultural transformation carried out by government.
