I think you're raising an issue we haven't talked about, but one that we have to face as a society. Every theory of justice must include principles that tell us what should be done if the rules of justice have been violated in the past. Typically, that means that it must include a principle of reparations.

Conservatives, liberals, and radicals all have different theories of justice, but they all agree on the need for some sort of principle of reparations. Unfortunately, the agreement will break down as soon as we begin to specify what that principle requires.

As far as liberalism and liberal society are concerned, there is no reason why liberalism cannot make room for reparations. We don't have to transcend liberalism as a philosophy in order to make reparations to African Americans. Whether it is politically possible to do so is another question.
