I agree.

But I want to point out that what you are saying is different from saying that to act reasonably we must treat cases the same until and unless we discover that they are different. Maybe we should do that. I'm not sure. But I think that that is an additional moral principle. What you are saying applies to the case in which we know that the cases are equal.
