I'm not
so sure about this idea of communal ownership of natural
resources.
One leading libertarian, Robert Nozick, agreed that something
like the Lockean proviso should be incorporated into a theory of
property. But for Nozick, that only meant that if someone took
ownership in some resource it shouldn't be a net loss for the
others.
There are other libertarians who think that the whole idea of natural resources being
owned in common to begin with is a mistake. Natural resources aren't
owned by anyone to begin with, they are just THERE. As a result, if someone makes
a claim to a piece of land, she doesn't violate anyone's rights to
that land.
