The practical value of freedom as non-interference does vary enormously. I agree. But the solution offered by positive rights is the wrong solution.

The most important reason why positive rights are the wrong solution is that positive rights end up violating negative rights, especially property rights. It is unfortunate if you have the negative right to do X but you lack the means to do so. But if you say that someone else must provide you with the means to do X, then you must take away something he or she has in order to provide you with the means to do X. That violates someone else's right not to be interfered with.

My point is that positive liberties aren't just more and better liberties. They aren't just something added to the right not to be interfered with. They violate non-interference rights.

The real solution to the problem you raise is to increase wealth so that more people have the means to exercise their negative freedoms. I have no problem with that, and I think that history shows that it works.
