Not exactly. Herskovits and Benedict allowed for the possibility of what they called "universals." Universals were not "absolutes" because they could not be proven true using scientific methods. But they were values shared by all cultures.

The value of tolerance could be a universal, but even I would have to admit that that would fly in the fact of the facts.
