But let's go back for a moment and consider whether strong affirmative action really does force employers to employ less competent people.

I will agree with you that SOMETIMES it does. (And that's where compensation arguments come in.) But there is another possibility. In SOME cases it only pressures the employer to do what he or she would do if they were truly color-blind. In other words, in some cases it provides a force that balances out the intentional or unintentional prejudice that exists in so many places. When that happens, the employer won't be getting a less competent employee after all.

Do we really know how often each of these two possibilities occurs?
