Of course it could happen! We don't know for sure, but it's a distinct possibility.
Suppose, just for example, that strong affirmative action requirements drive employers out of areas where lots of black people live. Suppose the companies decide that the tests and the inefficiencies and the legal battles just aren't worth it, so they move to Arizona or Wyoming or Taiwan. Then what do you have? A few people who gain and a lot of people who can't find jobs at all.
That isn't what anyone wants, but it's a possibility. It would be like the "white flight" from city schools after court ordered bussing.
