I think that an extremely explosive situation is going to develop if we do NOT take much bolder steps toward dealing with the problems in the ghettos of this country. How else do you explain the reactions to the verdict in the Rodney King case? The courts failed to convict the police officers who beat King and the result was riots in Los Angeles.

A sense of bitterness and injustice is growing among poorer blacks with little education and few marketable skills. If we want to head off the explosion, we've got to take steps now. Strong affirmative action programs to create jobs and provide training for people who need it can be a very important part of what we do. The larger benefit is that we will defuse an extremely volatile situation.
