That may be true, Ann. But if it is, you don't need government mandated affirmative action to make it happen.

Business executives aren't stupid. If they need to stop discriminating against blacks or Latinos or women in order to make money, you can bet your socks they'll do it. If they need to go further and deliberately increase the number of blacks in management in order to make money, they'll do that too.

Your own argument proves that there is no need for government regulations to make these things happen. But, if I'm not mistaken, that's exactly what you want.
