There is a problem figuring out what the consequences will be. I admit that. But the problem isn't any more difficult than what we encounter with any economic policy.

When congress must decide whether we should adopt a certain economic policy, it listens to experts and makes a decision. That's what they're paid to do, even though they have imperfect information.

So even though the consequences of affirmative action can't be predicted with ideal accuracy or completeness, that shouldn't stop us from developing and implementing a policy based on our best judgment.
