The goals don't have to become quotas.

There is an important difference between goals and quotas. A goal does not necessarily have to be met. If an employer has a goal of, say, 20% black employees, he or she is expected to make a good faith effort to meet that goal. Good faith can mean lots of things: advertising and recruiting blacks, starting a training program for blacks, going out and talking to black organizations, asking your black employees to refer people, developing better tests for use in hiring, and so on. If the employer does these things and doesn't meet the goal, that's OK. Quotas don't work that way.
