Let me give you some examples. Some people think that the universities are dedicated to strong affirmative action hiring plans. And it's true that some schools have tried to increase the number of black faculty. This gets a lot of attention, but what are the results?

At Harvard, for the 1988-89 school year, only 15 out of 957 tenured faculty were black. There were only 26 blacks in the 2,265 tenure track positions. Those numbers aren't terribly impressive. At law schools around the country, about one third have no black faculty. Another third have exactly one black on the faculty. Less than a tenth have more than three.

My point is that it is easy to exaggerate the impact of these programs.
