If you look at some of the famous court cases related to this sort of thing, I think that you might agree that the statistics do suggest discrimination.

In Alabama in the late 1960s there was one black clerk out of 1000 in seven state agencies. In 1972 the Alabama Department of Public Safety had no black employees. In the Griggs case all black employees at Duke Power were in the Labor department. All other departments were completely white. In the 1987 Johnson case in California there wasn't a single woman in any of the 238 skilled craft jobs.
