That's narrow, really narrow. I know exactly where conservatives will go with that. We heard about that approach from the Reagan administration. The only people who can be compensated for anything are the very people who were discriminated against. If General Motors or AT&T or some other company discriminated for years against black people, we have to find the very people they discriminated against in order to do anything about it. But we are not going to find most of those people. They're gone. They've quit or moved or they may even be dead. So, on this narrow view, very little can be done.
