Let's try to sort this out a little bit. All of the programs can be roughly classified into three groups: weak, moderate, and strong. Weak programs are designed to ensure non-discrimination. Almost everyone supports these. Moderate programs stress aggressive recruitment and training aimed at blacks. They don't give blacks a preference when the final decision on hiring or admission is made. Strong programs give a preference to blacks when the decision to hire or admit is made. These are the most controversial programs of all.
