But there are more aggressive programs and policies that are also called affirmative action:

Some schools and companies have created active recruitment programs that reach out to black schools. They want to make it clear that they do want black students and employees. Some unions and companies have set up training programs for blacks to get them into the skilled trades or into management. Schools may have special programs outside their regular classes to provide remedial work.

We could call these the moderate programs.
