As far as your example is concerned, Fred, I agree that hiring people with bank experience may help them to get good employees, but you've got to consider WHY the policy works against blacks. In part it is because for years many banks wouldn't hire anyone black for the better jobs. It's also partly because there has never been a solid commitment to providing black people with good schools.
Once we look into the reasons why this policy works against blacks, I think it is fair to impose the added costs of selection and training on the employers. They should be required to pay a part of the cost of eliminating the effects of discrimination.
