Your first limitation seems reasonable on the face of it, until you start to think about how businesses really hire people.
A business doesn't just hire a person for a particular job. They hire someone to be part of an organization. The person hired may be in one job today but in a different job next year. Companies want people with a background and skills that go beyond the slot they happen to be filling today. They want depth. They want extra skills that can be used later to do other kinds of work. That's not bigotry. It's good sense.
Your view focuses on individual jobs in isolation. You think that gives the employers what they need, but it doesn't. Let them decide.
