This is all well-intended, but it's unnecessary.

The argument that John and Malik are making rests on the assumption that there is a large group of black people out there who have all the right skills and would get better jobs if unintentionally discriminatory practices were eliminated. Can that really be true? It would mean that none of the employers out there have noticed this and taken advantage of such a labor force. That's unlikely.

But if it is true, you don't need government regulation to eliminate the problem. All you need to do is publicize the facts and employers will start hiring those people in order to make more money.
