What has the young black job applicant or professional school applicant lost? What would he or she have if fair play had been the rule?
I think the right answer is "a better education." He lacks the preparation that the white applicant has. What is the proper form of compensation? I think it should be the best educational program money can buy, designed to make that person fully qualified and competitive.
Bring that person up to speed so that all of their natural abilities are developed. Give him or her all of the skills that the white applicant has, and then let him compete for the job or to get into a good school.
