Now let's look at an individual employer. Imagine there are 100 applicants for 10 jobs. There are 90 white and 10 black applicants. Assume that if everyone's color were unknown, 7 whites and 3 blacks would be hired. If the company adopts a non-discrimination policy but everyone's color is known, 9 whites and 1 black are hired. Something has gone wrong, and it can go wrong even if no one INTENDS to discriminate. I think that a lot of this happens at employers in the second sector that I mentioned.
One solution is to adopt an affirmative action plan that calls for 7 whites and 3 blacks to be hired. The end result is what color-blindness would produce if it were actually practiced.
