Repealing Title VII is not as crazy as you might think at first glance. I admit that it removes part of the basis on which you would argue for compensation for blacks, but it also has advantages.
For example, it would allow private employers to discriminate in favor of blacks as much as they wished. Personally, I would be glad to see companies carry out voluntary affirmative action programs.
And it would allow the federal government to require strong affirmative action on the part of the companies with which it does business without requiring them to break the law. (The government might do this as a way to compensate blacks for its own acts of discrimination.)
