I agree with everything you are saying, but I want to add one piece of analysis. When we talk about an area of freedom around the individual it sometimes helps to clarify what we mean.

When an individual is free we should be able to say that A (the individual) is free from X to do Y. It is important to be able to specify X and Y.

For example, if we say that A is free to express himself, we might mean that A is free from government constraint to publish his book. Here X = "government constraint" and Y = "publish his book." If we can't fill in X and Y, we should examine what we are saying very carefully. We may not be saying anything at all. There is no such thing as simply "being free." We are always from something to do something.
