We have to understand that substantive, not formal, equality is the necessary condition of effective free expression. It will take some restrictions on hate speech to achieve substantive equality; but the end result will be more effective freedom of expression for more people.

As things stand, without social equality the right to free expression is purely formal. Those with the power and the necessary resources can exercise their right to speak. Those without the power and the resources have to keep quiet.
