I'm glad you mentioned that this is a state university. The distinction
between state schools and private schools is important when we
are discussing the constitutionality of the speech code.
State schools are covered by the First Amendment. Speech codes may or may not be justified on the basis of special circumstances or standard exceptions to First Amendment protection. But private schools are not covered by the First Amendment at all. I would have no legal objection to a speech code at a private school, although I may or may not consider it good policy.
