I agree with you, but I want to add something about Vera's view. She says that a lot of hate speech is intellectually worthless. It is. But in her view it is also highly political, and that creates a problem. Talk about "niggers" may indicate that African Americans are inferior or that they should be excluded from the political process. It may push them out of the process or delegitimize their views. All of this is highly political stuff even if we despise it.

The problem is that it is very important for the functioning of a democracy that the government not be able to limit the expression of political views. The fact that these views are (at least sometimes) political makes it even more important that we allow them to be expressed in most cases. I'm not suggesting that there are no exceptions; but the general rule should be one of tolerance.
