There is something left out of your argument. I agree that a state university has certain goals and that behavior that seriously disrupts those goals should be dealt with seriously. But there is more to it than that.

Precisely because its main purpose is education, the university has the greatest commitment to resolve problems through dialog and education. Your argument assumes too quickly that the way to deal with disruptive behavior is to ban it. I'm suggesting that a ban is the last resort. The first resort is to educate. That's shy I'm not yet sold on the need for a code.
