 A
different principle of justice like 'Pay all workers a living wage' or
'Execute all people who commit pre-meditated murder' does tell us what
to do; and in that sense it is substantive. I agree that 'treat equal
cases equally' is different. It is quite compatible with both
executing all murders or rewarding them.
