I have to qualify what you are saying. Suppose for a minute that our theory of justice makes a crucial distinction between public and private facilities. Then the requirements of justice in the case of the handicapped person will be different depending on whether the library is public or private.

I don't believe that a handicapped person has a right to be given whatever means she requires to reach the second floor at a private library. Of course, I think that it would be morally commendable for the owner of the private library to install an elevator for people in wheelchairs to use. But there is a difference between what is morally commendable and what is required by justice.
