I don't understand where reflective equilibrium fits into the larger scheme.

It seems like Rawls is offering us two different arguments for his two principles

• We should accept the principles because people in the original position would choose them
  
• We should accept the principles because they are in equilibrium with our most considered particular judgments about justice.

Which is it? Or is it both?
