I partially agree with you. You know that. 

But I want to add something. It seems to me that your description of culture and values makes is sound as if there is one single ultimate value held by the people of a given society. That's not ordinarily true. The reality is that different groups may stress different ultimate values. There may seem to be a single ultimate value because one group dominates the others. The dominant group is able to impose its view on others and make its view visible its view by controlling certain institutions like public schools or mass media.
