You raise an interesting empirical question. Frankly, I don't think we know the answer.

Anthropologists have studied scores of small cultures and described their moral ideas, but I don't know that anyone has done the comparisons necessary to determine whether the differences are fundamental in the way that you are talking about.

For example, if all the facts were agree to, would people in different cultures still disagree? I think some would; but, as I said, I don't think the work has been done to prove it.
