I agree with what you're saying up to a point. But remember, a utilitarian doesn't simply want to create MORE benefits than losses. The goal is to MAXIMIZE benefits.

Strong affirmative action programs aimed at blacks may produce more good than harm, but it seems to me that similar programs aimed at BOTH blacks and whites with low incomes would produce even more benefits.

Why not drop the programs that are racially targeted and create programs that help all people who, in various ways, are disadvantaged?
