Are the citizens of the United States (or its various states) responsible in some respects for the actions and policies of their governments even if they were not alive when those actions occurred?

Let us suppose, for example, that the US government decided today to compensate the Japanese Americans who were interned during World War II. Would a person born after 1945 be justified in refusing to pay taxes for such a program on the ground that he or she was not alive when the events took place? Malik would say "no." What do you think?
