Ethical utilitarians believe that actions are good in so far as they enhance human welfare. Many libertarians, like Dee, believe in natural rights (including strong property rights) and support their views with something other than utilitarian arguments. But there is no necessary connection between support for property rights and NON-utilitarian ethics.
In general, there is no necessary connection between utilitarianism and any particular political perspective. Some utilitarians believe in very strong individual rights, including property rights. Others support the welfare state, and still others are socialists or social democrats.
