In many cases of theft or fraud the victim is never compensated. Our laws do not require that society or government compensate individuals when the thief is not caught (or cannot pay compensation).

If this is a correct view of the matter, then the fact that the members of some group were treated unjustly is not BY ITSELF a sufficient reason for others to pay them compensation. Ideally, we would require the person or persons who committed the injustice to pay the compensation.
