Here's another concern: I think that compensation should be carried out with policies that cause the least turmoil and the least harm to others. So we should consider whether STRONG affirmative action is needed to reach the goal of compensation. The goal is to somehow put black people in the position they would be in if fair play had been the rule all along. It might be the case that a combination of color-blind hiring, aggressive recruitment, training programs aimed at blacks, and other moderate measures could accomplish that goal.

If these measures will work, then there is no need for stronger programs, except in clear cases of discrimination. But will they work? I don't know for sure, and that lack of information is part of our problem.
