It does apply because the black applicant has LOST through the discrimination done to his or her parents and grandparents while the white applicant is the BENEFICIARY of the same type of discrimination.

The white applicant may never have discriminated. I'll give you that, but it's beside the point. The issue isn't whether he is guilty of anything. The point is that he has benefited from a very unjust system. He may even be the better qualified applicant. But he is better qualified because of a history of unfair advantages possessed by his family. He shouldn't be judged solely on the basis of his qualifications if he has them in part because of a series of injustices. How he came to be well qualified matters as much as his qualifications!
