I agree with you, Ann. But I want to add something else.

Some philosophers, like Judith Thomson, have stressed that property is the creation of LEGITIMATE government. That raises the question whether we have ever had a legitimate government in this country as far as blacks are concerned.

If legitimate government requires participation, then there was no legitimate government over blacks until the 1960s, except perhaps for a few years during Reconstruction. In some states blacks didn't really participate until after the Voting Rights act of 1965. And no one represented their interests before that time either.
