The educational problem does exist. I know that. I went to the kind of elementary school where most of the kids read below grade level.

But the problem of unintentional discrimination exits too. Suppose the person doing the hiring believes that black education is not as good as white education. On the whole, he may be right; but what if that belief makes it impossible for him to recognize the well qualified black applicant when he or she shows up? What if the person doing the hiring believes that if an applicant uses a phrase from black English it shows that he is not very bright? What if the black applicant doesn't have the middle class mannerisms that the interviewer associates with intelligence? Well, we all know exactly what happens.
