If we established a Japanese-American Claims Commission today to pay reparations to the Japanese who were interned by the US government during World War II, I don't think anyone would say "We can't be required to pay reparations because we aren't the people who perpetrated the injustice."

In spite of the fact that many of us who are alive today didn't perpetrate the injustice, it was our government that did. We are responsible for the moral debts of that government.
