There is another way to help blacks that reduces injustice and avoids the kind of racial tension and conflict that strong affirmative action often creates.

The strong programs are a political disaster, and they help politicians who are basically opposed to the programs we need.

We should take the approach suggested by William Julius Wilson and develop programs that are open to everyone or to the poor and unemployed. Programs would include job creation, job training, child care, family allowances, remedial education, medical care, and so on. Poor blacks would gain enormously from these programs.
