Questions about who deserves compensation lead to questions about who should pay for compensation. Do all whites have an obligation to pay for compensation programs? Only well-to-do whites? White males? Only persons who discriminated against blacks? Only persons who benefited from discrimination? Only those who knowingly benefited or wanted to benefit?

What about white women, who may also have been discriminated against? What about recent immigrants to the United States, who may have no historic connection with discrimination against blacks? The questions becomes increasingly complicated as we consider different cases.
